A valid full or provisional driving license from the renter's country of residence must be presented in person at the time of rental. If the license is in a language other than English, it must be accompanied by An International Driving Permit (IDP).
In according with section 17a of the Cook Islands Transport Amendment Act 2014, if a provisional driving license is held, the driver must obtain a local Cook Islands driving permit (not required for holders of a full driving license). Please see Miscellaneous for more information.
An International Driving Permit (IDP) serves only as a translation of a driver's existing license, and by itself is not acceptable for vehicle rental.
Holders of a provisional driving license can obtain a local Cook Islands driving permit from Avis at the International terminal upon collection of vehicle or from the Police Station in downtown Avarua.
